Ещё вся Средняя Азия использовала их в качестве самостоятельной обуви, поверх носков :) Кстати, нынешние галоши (из ЭВА), чаще всего, именно самостоятельная обувь, для "кратковременного выхода во двор", с внутренним чулком-утеплителем.
